Biography

Muktar Bello specializes in Digital Forensics, Cyber Security, Network Infrastructure Design and Cybercrime Investigation. Currently, he is a Lecturer with University of Salford, Manchester teaching undergraduates and post-graduates on digital business, IT and Cybersecurity. He was the Head of Quality Control and Assurance (QCA) Unit of the Forensics Department at the Economic and Financial Crimes Commission (EFCC). Dr. Bello is a certified ISO/IEC Senior Lead Implementer, ISO 9001 Lead Auditor and ISO/IEC 17025 Lead Assessor. He is a Subject Matter Expert on Cybersecurity and Forensics with Knowtified.

He is also a visiting lecturer at the National Open University of Nigeria’s Africa Center of Excellence on Technology Enhanced Learning (NOUN-ACETEL). Also, he is a visiting lecturer at the Air Force Institute of Technology (AFIT) teaching students of the BSc Cyber-security programme.

He is also an Expert Forensics Consultant for the UNODC in the implementation of the EU-Nigeria-UNODC-CTED Partnership Project in assisting Nigeria to strengthen rule of law-based criminal justice responses to terrorism and violent extremism. He oversees a joint Military-Police-DSS workshop on the collection and preservation of electronic evidence in the field of war (Northeast Nigeria). He has successfully conducted investigations as an Analyst, Investigator and Expert Witness with various stakeholders.

He has a PhD in Cybersecurity and Cybercrime Investigation from the University of Salford, UK. He holds a Master’s degree in Forensic Computing from Coventry University, UK and a Bachelor’s degree in Information Technology with concentration on Network Infrastructure Design and Administration from the American University in Dubai.

Dr. Bello was part of the team that implemented the United Nations Office of Drugs and Crime (UNODC) IT component of the EU-funded project NGAS08. He represented his Agency for the setting up and establishment of the Nigerian National Computer Emergency Response Team (NG-CERT) center domiciled within the Office of the National Security Adviser (ONSA). He was a key stakeholder in the setting up of standards for Digital and Computer Forensics in Nigeria by the National Information Technology Development Agency (NITDA).

Dr. Bello is a professional member of the British Computer Society (BCS), UK Academy for Information Systems (UKAIS) and Association of Crime and Intelligence Analysts (ACIA).
